It appears to be a tribal thing – the Bishop-elect is from a different tribe than the prevalent tribe in that region, and has been prevented from taking possession of the diocese. A certain amount of respect for Peter is necessary, and Francis, despite his warm and fuzzy media persona, appears to be a tough and pragmatic ruler.
